In terms of how they came about, I am a fan of putting it in the end — it’s a remnant of the human nature to scroll to the bottom to get a sense of length.
In terms of its usefulness, treating it as a summary and putting it on the top serves the purpose of highlighting the value to people who don’t wanna scroll.
In an official setting, I use the summary on top. In Internet forums, I still use TL;dr- on the bottom. =)
