Renormalization is a way to get a theory that works to indefinitely small distance scales. We don't know that we *need* a theory that works to indefinitely small distance scales, and the traditional criteria for renormalizability neglect the existence of nontrivial ultraviolet fixed points. I believe the obsessive quest for a renormalizable theory of quantum gravity led people down a lot of wrong paths.
