Early pandemic, there was video of people lined up in their cars to get food at various places.
Some were pretty nice cars, too.
Anyway, one video report was from San Antonio and had helicopter shots of long car lines. I mentioned it to my sister, who lives there.
She informed me it was KNOWN for abuse. Lot of "migrants" as well as "locals" gaming the system.
