Local groups akin to social clubs with the common interest of existing outside the influence of government. Utilize privacy protocol to prevent legal liability. Utilize loopholes in corporate tax code to avoid taxes as a group enterprise, if needed. Utilize nonprofits to avoid property taxes. Need a strong legal front, could be comparable to a rights enforcement agency. Using a smaller version of the government tax burden as funding could create a megalith to begin dismantling the system.
