Large universities are research first, dorms and amenities second, teaching third or fourth. Students can get together at a teaching specific community college organization (a few tens of buildings) just as easily as the few tens of teaching buildings on large university campuses. In fact, they could go to different classes at different local locations if it weren't that the whole thing is "vertically consolidated".
