A lot of the people at the CDC can easily go get jobs in private healthcare and make more money. So a lot of the top performers will probably do just that.
We saw this in 2016-2020, so the CDC was already in bad shape (due to Trump1 and Steve Bannon's war on the federal goverment) when the pandemic hit.
