While I don't know exactly why Obama did it, my guess is that he was hoping that nominating Garland, a center right tool, would expose to the public how crazy the GOP were/are and that would work against the GOP during the election. IMHO, the better political move would have been to nominate KBJ to motivate the base, especially if Clinton would have backed that nomination. Biden making him AG was a payback blunder. But, hey, what do I know?
