This is the intent of this practice. It's the same as looking the other way when kids get bullied. Institutionalized schooling is about normalization, about punishing those who are different. That's why we all change classes at the bell, sit at desks in nice neat little rows, are assigned homework, expected to be quiet and not move around. There is no way to fix such an institution, because it's not broken. It's working exactly as designed.
