Only thing i can figure is that the Times was sending this out to its non_NY subscribers and readers, who are plenty. In MN like NY i think the schools required it, but since everyone i new was switching to homeschooling because they saw how lame the curriculum was ON LINE for the whole 10 minutes or hour of actual learning every day. SO who knows whom they were targeting.
