I have the same beef with publishers. (And trust me, it's generally publishers who pull this nonsense.)
So I read mostly indie authors who price books lower than that.
And I do the same with my books (not pure romance, alas). I make the first in series free, so people can try my books without any risk at all. And I price the rest where I feel comfortable.
Not that I can live on that... but I also don't want to rip off readers. (And yes, they are libraries, too.)
