The "hidden layers" problem seems to go beyond the traditional analysis of externalities. The more complex and interconnected technology gets, the more difficult it becomes for market actors to make decisions based on what's happening in those layers.
In other words, the traditional "supply and demand" analysis falls apart completely, because people don't even know anymore -- cannot know, due to escalating complexity -- what is being done to them.
