The story is somewhat consistent on this. "Magical people" are more or less stand-in for Whites. But also, a running theme in the series is that magic is bad. Dumbledore went "magical 1488" in his youth, but later had a change of heart and became highly distrustful of power. He says, at one point, something like "might does not make right" and that the only people who should have access to power are those who don't want it and would reject it.
