In the US, only about half of murders result in an arrest and less than half in actual convictions, some unknown by obviously high percentage of which are false. Arrests rates for murder have declined even as budgets have soared for police, who—in the US at least—only spend about 4% of their time addressing violent crimes.
The answer to the question “who else?” is “literally anyone else.”
