The only way "-" can do is if you put its access under AUTH for specific use cases that exclude most people and necessarily exclude the aggregators.
Oh, it also works in reverse, if you control/trust a relay and want to ensure that it will be free from non-"-" events.
Otherwise it's impossible to prevent the aggregators.
