This is the 65SC02 CPU inside of my Final Chess Card. It was manufactured by CMD - California Micro Devices. It seems to be another revision of the popular 6502. It seems to be a second source of the GTE 65SC02, which in turn is a variant of the 65C02. It does not support the 6502 illegal opcodes, but is a CMOS part, so will run pretty efficiently compared to the original 6502.
