That's another problem entirely. Could have been oversight, equipment malfunction, incompetence, you name it. But since all are dead I guess we won't know.
Point is the ATC shouldn't assume they can see the right plane. That is why it takes smart people to do this stuff. You don't assume the pilots see everything.
