Looking at BIPs: for small numbers just put them into the markdown spec doc, for big numbers/large vectors add a file of appropriate encoding (here a list of json and info on if its valid or what is wring with it I guess) and reference it. Not sure about specifics, not an expert in speccing, just a consumer of specs.
