In her essay, *Against Innocence
Race, Gender, and the politics of Safety*, Jackie Wang describes the use of feminist rhetoric and feminist collaboration with the passing of tough-on-crime legislation in the US in the 90s.

Rape is/was endemic in the US. Studies in the 90s showed that 25% of US women experienced sexual violence. However, But, Wang writes, "If the safety of women was a genuine concern, the campaigns would not have been focused on anonymous rapes in public spaces, since statistically it is more common for a woman to be raped by someone she knows. Instead, women’s safety provided a convenient pretext for the escalation of the Penal State". Rhetoric about stranger danger made women feel less safe in public spaces, while, ironically, increasing their risk. To be safe was to have a male escort, but, statistically, the person who seeks out the role of 'male protector' is the person one would least wish to be alone with.
