I signed up for an account somewhere the other day.
When I log in, I have two options for 2FA. Email or SMS. I never gave them my phone number.
When I select email, it sends the code to the login email, as expected.
When I select SMS, I asks me which phone number I'd like to use to set it up. It then sends me a code, which allows me to completes the login.
