It is left to each platform. But users might want a list of platforms that don't censor to help them make that decision.
Too many times, I have gone on a forum that seemed friendly only for them to decide that I was an undesirable because of my speech.
Add to that that many forums don't have a (stable, consistent, coherent) set of rules that allow you to predict how the admins are going to behave (this might need a different certifying org/website; one for #RuleOfLaw)
