They are quite effective at cooling you down, but also wasteful - literally spraying water into the air that almost immediately evaporates. Pools were essential on the hottest days.
I had several personal reasons for not staying, but on a practical level I also couldn't see the city being sustainable over the long term in the face of water shortages.
