On a small Mac users mailing list, someone made a suggestion for Apple (won't happen) that can be mostly fixed by a small application that I would pay $10 for.
The app would be a switch for toggling off and on the System Settings -> Privacy & Security -> Local Network for everything, remembering the on settings. Allow me to see this in the menu bar.
When I go to a public network, I very likely want to turn off local access to everything, and then turn it on again when I get back to my home or office. Allow temporary overrides, of course.
Extra points for a warning saying “it looks like you are on a public network so consider switching off local network settings”.
