If I were in charge of Vim/Neovim (or Emacs, but that's a whole different ball of wax), I'd pick a comment toggling plugin and just include it as part of the distribution.
Yes, there would be lots of nerds losing their shit. I don't care. Something vaguely passable should be included by default. Toggling comments on a line or block when editing a file remotely is a basic requirement for sysadmin/ops work where (Neo)Vim out-of-the-box defaults matter.
