Great point, but I see the rationale inverted. The billionaire class aren't fools. They know climate change is real, and they know it will disproportionately affect the global south. But they don't believe it can be solved (at least without giving up their power and wealth), so they are instead targeting the symptom -- increasingly massive numbers of climate refugees.
They know the siren call of xenophobia will be increasingly hard to resist as the numbers swell into the hundreds of millions. They're betting on it. It's foundational to their strategy.
