Unless there is going to be several thousand percent increase to rural public transport (which we are always told is unaffordable) there is always at least going to be an interface between areas where cars are necessary & areas with a decent public transport system; ergo there is going to be a need for car parks at that interface (ie for park & ride).

As to car parks where public transport is viable, if they have solar panels they can later be repurposed into eg market squares
