Historically, there are two ways that workers get a fair deal: either they get bargaining leverage because there aren't enough workers to go around, or they form a union and get bargaining leverage through solidarity. The former never works for very long: if wages are high because of worker scarcity, other workers will move or retrain until wages start to fall again.
