This is horrible and I'm sorry it happened! Different teams that are building the clients are trying different solutions. Amethyst did the blocking solution, rabble (npub1wmr…g240) has been talking about moderation solutions since the beginning and has some initial solution in NOS (afaik), etc.
Ultimately as a user you need to pick the client (app) and relays that provide the experience you need. That's how the network is structured for better or worse.
