i assume they can narrow down the site of the break within a few hundred kilometers automatically, with some kind of repeaters or something under there, but outside of that range, submarines have access and can be invisible enough while they are busy repairing it 50km away and their sub is under there with divers and drones installing the tap

it also implies that someone wants to know who is sending large volumes of - presumably - intelligence data, between germany and the north, which also implies that there could be something quite other going on

there has been animosity between russia and finland, especially, but if someone is trying to tap a major conduit of comms out of finland that will let them locate where there might be comcens doing operations in finland, this is very interesting
