I like these, Steve... *especially the second one* !!!
And that got me thinking why that one in particular. I think it is because of two things. First, the face emerges from the blur with some clarity. And second, the background is less busy and therefore less of a distraction. That might the key: the background. You are probably shooting with a tiny aperture to limit light and not blow out the picture. So you can't use bokeh to soften the background. This suggests picking a plain backdrop - one without any hot points of light - to let the streaks and motion of the person jump out.
I think you've got the shutter speed right. Also not surprised the hit rate is low. These have to be hard! Will be doing likewise over the next few weeks to see if I can get something.
