Quite the opposite.
Production is in the hands of organized crime because the drug is illegal. Crime will always have an absolute monopoly on whatever the State deems illegal.
Legalize it, control it and tax it, and let regular businesses take over criminal businesses.
Then the problem will lie squarely with countries that don’t have a legal framework for drugs and therefore prefer to open themselves to foreign criminals. It’s their problem, not ours.
The article also mentions that more research is needed. Then we’d better lower the entry barriers to researchers - procuring hard drugs for scientific purposes and administering them to volunteers in controlled trials is a bureaucratic hell that often discourages research.
