They have done that here, in Chicago, with the benches. You used to be able to find a seat just about anywhere. Now, there are very few. All the new ones are uncomfortable and have the bar in the middle so a person can't lay themselves down. Also, like you said, inverted to make it more difficult to use for sleep. It's disgusting.
We haven't gone as far as criminalizing giving food.
