That's the mindset I tend toward, but we can't constantly monitor those we love nor always convince them to be as vigilant as they should be or that the problem could effect them.
A just US government would have this at the top of their list of concerns, and there are many ways they could address it. My personal favorite is commissioning privateers to fight cartels and traffickers in South America if their host countries won't crack down on our behalf.
