In the optimal case, which might not be legal in some places, if you bought your phone without any record, the IMEI is anonymous.
If you bought your sim card without any record, the IMSI is anonymous.
If not, it depends on your threat model.
When you use your phone with a sim card, the IMEI and the IMSI gets tied together. If you change your sim card after a while, the IMEI can still be used to link the sim cards together as the same user. The best way is to change both together if the threat model is high.
Cellular network triangulation is a thing when you use a sim card. So if that is a threat, use wifi only. If you want to be ultra careful, use away from your house and work locations etc.
To protect against data snooping, use https, reputable VPN andTor.
Lastly, look into Graphene OS as it allows granular control of phone and app permissions.
I've heard of cases where police search people's phones on the street and check for banned apps. Is that true? If it is, I would have at least two phones.
