It is a bit of an open secret that most of these state bhavans have canteens that are open to the public. The food served is almost exclusively native to the states (a few might serve fizzy drinks, etc.)
The food is subsidised, in the sense that it is NOT restaurant prices. The menu is usually small and set, no customisations. And a few of these state bhavan canteens offer you all you can eat plates.
Karnataka Food Centre offers all you can eat sambar and chutney. 😁
