This way, the number of list MPs could be permanently fixed, eg at 60. While the number of electorate MPs could grow to keep pace with population growth, while keeping rural electorates geographically small enough for one person to represent.
The list MPs would be the lower house, its majority forming the government. Essentially the current Parliament. The upper house would be made up of electorate MPs, who could block any bill but only with a supermajority, eg 70% of the house.
