It seems like a contributing factor here is that a lot of people don't really have any say in how their instance is run. Because of that, they see the proposed blocklists as things that are happening *to* them rather than as a result of collective decision-making *by* them. In that environment, I think it's pretty common to leap to catastrophizing, and then trying to wage pressure campaigns. Approaching it more bottom-up would likely help.
