Opinion: what I'm hearing suggests that the Chengdu worldcon committee panicked when they realized that the voters favoured popular authors who might well show up and give a speech in Mandarin that would attract the attention of the police. And rather than responding in the least-inappropriate way (simply don't have speeches at the awards), they disqualified whoever they felt like from getting on the shortlist.
