Ultimately I'd diagnose the cause as the central authority having no real check on their power and increasingly occupying their time with maintaining control rather than governing. It's like an abusive relationship that lasts centuries, with the imperial house playing the role of the abusive alcoholic husband and the parent nation being the battered wife who won't leave or fight back because stockholm syndrome.
