SMTP is decentralized. mail was free and decentralized. the two things that broke it was RBL (Realtime Black List)
which mail servers would get added to if they spammed too much, or the wrong person. Then the RBL started being added to by anybody that didn't want any of there customers IPs doing there own mail rather than paying them..
The second thing was the attack vector that MTAs created. i used to employ a mail configuration specialist and a security specialist. (and an IRC manager.)
