The small block design played a key part in Bitcoin's anti-fragility as a decentralized, global digital money. In short (and to use an unpopular word) . . . to CENSOR out large spam files that might be posted by attackers which could interfere negatively with the decentralized money use case. By their actions the spammers now exploiting the segwit/taproot vulnerability show they do not understand the magnitude of the global fiat problem that Bitcoin can solve. Bitcoin will not work as a global, decentralized Dropbox jpeg storage system.
There is no middle-of-the-road take on this issue.
