i think thats sort of the core of the problem:
- its not permissionless because you are not allowed to do certain things on ap-fedi, and which things are verboten is not documented
- its not permissioned, because there is no entity you can get approval from
think this conundrum explains a significant part of why fedi has been lacking in innovation imo
