IMHO, these attitudes of "We want everything to be federated" vs. "we need to defederate any major instance we have any concerns with" are contradictory. Defed should be rare.
Though honestly, I think ATProto's approach to moderation is much better. Rather than instances being their own fiefdoms, moderation is a separate layer. Anyone can run a moderation layer, globally. And anyone can subscribe to any moderation layer they want, under any categories they want.
