There's a huge potential debate to be had here around the right structure - do you need car parks, or do you need regular peripheral PT (buses, for example) so you obviate the need for (large) car parks peripherally, and can get away with small car parks (and families can be one car or zero car and car-share users peripherally), if you design for it.

Designing for it isn't possible everywhere, of course, and you can't bulldoze and redesign everywhere, either, but every time you do build infrastructure, you can and should be considering exactly what infrastructure you build vs. what rolling infrastructure you deploy, including local buses (both full size and mini) and so on.

Having seen us get it so horribly wrong in new developments in the expanding suburban fringes of Melbourne that a poorly served by any sort of public transport, so much so that households start off as two car households - for both parents, and with adult children remaining at home, become three, four and five car households, there has to be a better way.

Oh, that's right, there are.

Your suggestion is one, but there are others that need less cars, and therefore less car parks, too.
