He added that Ofcom would also have to take into account data protection and human rights laws too. Apple has previously said that phone scanning is not technically feasible.
The technology companies, academics and experts have all said that there is currently no technology which exists that can both break encryption and protect the privacy of users. Some have estimated that it could take ten to 20 years to develop such technology.
Parkinson’s statement appeared to mollify Meredith Whittaker, the president of Signal, who had threatened to pull her app from the UK over the row.
