While I agree with nearly everything Adrian stated, I do disagree with the suggestion that the FCC doesn't recognize regional coordination groups. Part 97.205 (c) states when one repeater station is causing interference to another, the burden to resolve the interference is equal, except where, "one station is recommended by a frequency coordinator and the operation of the other station is not." 
 
While I have luckily never been directly involved in an repeater interference issue that reached the FCC level, I have read reports where the FCC was brought in. The FCC does look if there is a regional coordination body and took into account the coordination status of the group. 
 
I think the critical point Adrian is trying to make is that repeater coordination helps all hams and the fact that the community recognizes the need allows the coordination organization to function. To put it another way, it is like brushing your teeth. Sure you don't 'need' todo it, but not doing it leads to bad things.
