I used Igor for stealth, since a specific perk is needed to be good at it. I don't remember if Barry has it.
The "Rookie"-tier mercs are generally pretty good, the higher ranked ones start with higher level and might have more complex unique abilities, but not necessarily better. This makes them a bad investment unless you really know what you are doing or have already hired all the useful Rookie mercs.
