so turns out reinstalling the drivers did jack shit
so i took it out and put it back in again
this time, i laid my computer tower flat when i adjusted it in its slot and screwed it in that way
maybe installing a graphics card without considering gravity was a bad idea? idk but guess i'll find out if it fucking flickers even once again
