Evidently, Instant Hotspot support in Link to Windows is still a Samsung exclusive?
Did not know that was still the case; I thought other phones with LtW preinstalled supported it, too.
This + the app mirroring fix in One UI 6.1.1 makes my Samsung Galaxy Z Fold 6 the best Android device I have for Windows integration. That's not even mentioning the various integrations in One UI with Microsoft services like OneDrive.
