Samourai was a mixer and openly advertised their service for sanction evasion and other illegal purposes on Twitter . Phoenix has done nothing of the sort. This accomplishes nothing but letting the government regulate an industry out of pure fear. That’s not how you win.
Perhaps you should sell your crystal ball and legalese services to other Bitcoin service businesses so they can all shut themselves down before anything even happens to them! That would sure help the ecosystem.
