kinda sorta not really. As others have noted, if it’s a push-pull driver (actively driving high AND low) then it will act as a current source when it’s high and possibly fry itself or the LED. If it’s open-drain, it is only driven low and is Hi-Z when logic-high.
In either case, you need to be careful about the amount of current being sunk when it’s low, and you need to make sure it’s got lower impedance than the LED (probably yes).
